Tokyo's tap water was once a byword for water that tastes bad. Complaints that it smelled musty or looked cloudy poured in to the waterworks bureau, and many people installed water purifiers or boiled the water once before drinking it.

Lately, however, this tap water has been changing. At the shop in the Tokyo Metropolitan Government building, bottles of Tokyo Water, sold by the metropolitan waterworks bureau, stand among the mineral water of major beverage makers. The label reads: Ingredients: water (tap water). Water treated at purification plants within Tokyo is bottled and sold, and it has a reputation for tasting good. Selling this Tokyo Water is one part of the Safe and Delicious Water Project campaign being promoted by the Tokyo Metropolitan Waterworks Bureau.

Under the campaign, various efforts are under way, including managing the water quality of reservoirs and rivers and improving purification facilities. In 1992, special equipment that uses ozone and activated carbon to remove microorganisms and the like was installed at the Kanamachi purification plant in Katsushika Ward. Moreover, since water delivered from the plants can become contaminated when the storage tanks and pipes of apartment buildings grow old, the waterworks bureau also inspects and replaces water pipes and storage tanks. As these measures have advanced, it has become possible to deliver water that is both safe and good-tasting.

In addition, under the campaign, efforts to protect the forests around the water sources are also moving forward. Rain that falls on a forest passes slowly through the fallen leaves piled on the ground, soaks into the soil, and then flows little by little into the rivers. While the forest produces the clean water that becomes tap water, it also works to keep earth and sand from washing into the dams. By protecting and nurturing these forests, which might be called green dams, we may someday be able to drink water that is safer and tastes better than mineral water. Such hopes are steadily growing.
