On January 17, 1995, the Great Hanshin-Awaji Earthquake struck and caused enormous damage. The dead numbered 6,434 and the injured about 40,000. More than 500,000 houses and buildings collapsed, elevated highways snapped, the ground split open, and huge fires broke out. Then at the end of 2004, a massive earthquake off Sumatra sent tsunamis surging onto Indonesia and the other countries along the Indian Ocean coast, and more than 300,000 people were affected. Earthquakes strike the Asian region frequently like this, bringing enormous damage to one area after another.

How is it that earthquakes occur? All of the earth's land and seabed rests on slabs of bedrock called tectonic plates. The plates move slowly, at a speed of a few centimeters a year, some sliding under other plates and some pushing against one another. It is believed that when pressure builds up over many long years, the bedrock at some point can no longer withstand it and cracks or slips all at once, and an earthquake occurs. Moreover, as the plates move, that pressure is transmitted to the land, producing distortions in the strata and the terrain. Sometimes an earthquake occurs as that distortion works to return to its original state.

Japan's territory makes up only about 0.3% of the world's land, yet 10% of all the earthquakes in the world occur in Japan and the areas around it. The reason is none other than the fact that Japan lies on the boundary of four tectonic plates.

With today's science and technology, predicting earthquakes is said to be difficult even if only large ones are considered, but by building a high-precision observation network and collecting data over a long period, prediction may become possible. Measures against earthquakes and tsunamis are a challenge shared by the whole Asian region, and Asian countries are now beginning technical exchange and joint research on earthquakes.
