Text:

Suppose that one day a big city is suddenly hit by a blackout. Traffic lights stop working. You cannot use the subway, the trains, or any other means of transport, however much you try. The water supply stops, and neither offices nor homes can run their air conditioning. The whole city falls into a panic, and daily life and industry alike cease to function.
2
Today the world's electricity consumption keeps rising, and securing power has become a major challenge for every country. Now that electricity must be supplied safely and without waste while still protecting the global environment, two things are drawing attention: the next-generation power grid, and renewable energy.
3
Until now, the electricity produced at power plants was simply sent along transmission lines to homes, factories and the like. It was one-way traffic: once it had been sent, that was the end of it, an extremely simple system. By contrast, the next-generation power grid is, in a word, a transmission system that uses information technology to shift electricity, whether in time or in space, from places where it is left over to places where it is short, and so holds down waste.
4
The next-generation power grid is realized by combining a variety of technologies. Next-generation electricity meters are installed in homes and factories, and data on power consumption is recorded. That consumption is sent to the power company over a network, and on the basis of the data computers control the balance between how much power is used and how much is supplied. Furthermore, superconducting transmission lines make it possible to reduce almost to zero the electricity that until now has been lost on the way because of electrical resistance. In addition, by installing high-performance storage batteries in factories and homes, or by making use of the batteries in electric vehicles, surplus electricity can be stored. The stored electricity can then be used during the hours when demand is high.
5
Electricity use fluctuates greatly both within a single day and over the course of a year, but with thermal, hydroelectric and nuclear power, the main methods of generation today, fine adjustment of output is difficult. What is more, current transmission and distribution facilities are built with a considerable margin to spare, so that they will not break down even when demand peaks, as on a midsummer afternoon when air conditioners are running everywhere. The cost of building power plants therefore becomes enormous, and at times of low demand, such as at night, electricity ends up going to waste. With a next-generation power grid, generation can be adjusted automatically to match demand, and waste of this kind can be eliminated.
6
Renewable energy such as solar and wind power, on the other hand, places little burden on the environment and is looked to as the energy of the future, obtainable semi-permanently from the workings of nature. On the flip side, the great drawback of generating power from natural energy is that output is heavily affected by terrain and weather. If a next-generation power grid can absorb such fluctuations, the introduction of these forms of energy can be promoted far more actively.
7
Countries around the world are now moving toward building next-generation power grids and using renewable energy. In Japan's case, because the country relies on imports for almost all of its fuel resources, such as oil and coal, the next-generation grid is positioned mainly as infrastructure for promoting the use of renewable energy. In China, meanwhile, where demand for electricity is surging along with rapid economic growth, renewable energy is being developed as a national undertaking. Wind power, with its low generating cost, is out in front, but there are also plans to build large-scale solar power plants, and next-generation grid technology is said to be used for transmission.

In solar cell production in particular, Japan held the third-largest share in the world in 2008, after China in first place and Europe in second. Both Japan and China are expected to play a leading role in developing technologies for next-generation power grids and for the use of renewable energy.
