Housework Hours of Men and Women

The idea that the husband should work outside while the wife keeps the home, in other words that housework is a woman's job, has been deeply rooted in Japan. In recent years, however, as society has changed, this way of thinking has gradually been changing too.

Let us look at the housework hours of men and women in Japan through various surveys on how people use their time. What emerges from them? The surveys referred to here are the Survey on Time Use and Leisure Activities conducted by the Ministry of Internal Affairs and Communications, and the Japanese Time Use Survey by the NHK Broadcasting Culture Research Institute.

1. Husbands' housework hours are on the rise

The number of dual-income households in Japan has kept rising year after year, reaching 10 million in 2007. This figure exceeds the 8.25 million households in which the wife is a full-time homemaker, and it is expected to keep growing from now on.

Figure 1 shows the breakdown of how couples use their time in dual-income households and in households with a full-time homemaker, along with the husband's share of the housework hours. Of the couple's daily housework hours, the husband's share in 1986 was 5.3% in dual-income households and 3.6% among husbands whose wives were full-time homemakers, but by 2006 those figures had risen to 10.4% and 8.5% respectively. We can see that men's housework hours are on an increasing trend.

That said, however, the husband's share has only just reached about ten percent even in dual-income households, and the gap with the wife remains large. In terms of hours as well, the wife in a dual-income household spends 4 hours 45 minutes a day while the husband spends 33 minutes, a difference of as much as 4 hours 12 minutes. Moreover, if we take total working hours to be housework hours plus paid working hours, in dual-income households the husband works 8 hours 55 minutes while the wife works 9 hours 26 minutes. From this we can infer that many working women are forced into a life of doing housework full time even after they come home from their jobs.

2. Housework hours of men and women by life stage

Next, let us look at the housework hours of men and women divided into four life stages: before marriage (unmarried), after marriage (married), when the children are of preschool age or younger, and when the children are of school age or older (Figure 2). What deserves particular attention is the dual-income household after children are born.

With marriage as the turning point, a woman's housework hours increase to more than double what they were when she was single. By contrast, the housework hours of men in dual-income households rise only slightly, from 29 minutes to 35 minutes. When the wife is a full-time homemaker, the man's housework hours actually decrease.

When the children are of preschool age, childcare time is added and housework hours increase sharply. In dual-income households, housework hours come to 6 hours 42 minutes for the wife and 1 hour 17 minutes for the husband. In this period the husband's housework hours are longer than at any other life stage, which shows that he takes an active part in household work. Even so, in terms of total working hours the gap between husband and wife is large. One reason is that many men in their thirties, who belong to the life stage where the youngest child is of preschool age or younger, are forced to work long hours at their companies. Because of those long hours, husbands have no leeway to share childcare and other household duties, so wives have no choice but to shoulder both work and housework. Once the youngest child reaches school age the wife's housework hours decrease, since the burden of childcare lessens, but it remains the case that the wife handles the basic chores such as cooking, cleaning and laundry.

Although the housework hours of men and women in Japanese households are gradually changing, the pattern of the husband working outside and the wife doing the housework still seems not to have broken down.

Of course, we cannot say across the board that long hours tied up by housework and the like lower the quality of life itself. Yet there is a clear difference in the amount of time a woman's life is tied up before marriage, after marriage, and again after childbirth. This is surely not unrelated to the growing number of women who hesitate to marry or to have children.

Statistics also make clear that the higher the husband's share of housework in a country, the higher its birth rate. For Japan, which has entered an era of a declining birth rate and an aging population, improving the balance of men's and women's working hours within the home is a major issue that must be tackled not only inside the family but by society as a whole.
